What the Portugal Golden Visa really costs

Separating the €500,000 you keep from the fees you spend, plus the fund charges and renewal costs that only surface after the first residence card is issued.

Portugal is still the most requested European residency route among American investors, and the reason is the ratio: seven days of physical presence in year one, Schengen movement, and eligibility to apply for citizenship after five years of legal residence. Since 2023 the route is fund-based, not property-based, so the qualifying capital sits in a regulated vehicle rather than an apartment.

That changes the cost profile. A fund subscription carries subscription, management and sometimes performance charges, and capital is genuinely at risk. Those figures belong in the budget from day one, not in a footnote at signing.

Fund fees compound over five years

An annual management fee of one to two percent on €500,000, charged for five years, is a material number. Model it before you compare funds on headline strategy alone.

Renewals are not a single payment

Residence cards are issued for fixed periods and renewed across the five-year cycle, each renewal carrying its own fee for every family member.

Citizenship has its own requirements

The five-year citizenship application requires A2-level Portuguese and its own filing costs. Language tuition and exam fees belong in the plan from the start.

The qualifying investment starts at €500,000 into a CMVM-regulated fund, which you continue to own. On top of that sit government application and residence card fees of roughly €6,800 per person across the five-year cycle, legal, filing and processing work of about €24,000, document, apostille and biometrics costs near €4,750, and our fixed professional fee, quoted upfront.
Is real estate still an option?
No. Direct residential and commercial property purchases were removed from the Golden Visa in 2023. The routes that remain are regulated fund subscriptions from €500,000, a €250,000 cultural heritage donation, and job creation of at least ten permanent positions.
What does the family add?
Spouse, children under 26 in education and dependent parents can be included under one application, with no increase to the qualifying investment. Each person carries their own government application and residence card fees, roughly €6,800 per person across the cycle, plus document and biometrics costs.
Are there fund charges beyond the subscription?
Yes, and they are often omitted. Regulated funds typically charge a subscription fee, an annual management fee and sometimes a performance fee. Returns are not guaranteed and capital is at risk, so read the fund prospectus with independent advice before subscribing.
What are the costs of holding the residency?
Budget for residence card renewals, a Portuguese NIF and bank account, annual accounting if you hold Portuguese assets, and travel to meet the physical presence requirement of seven days in year one and fourteen days in each subsequent two-year period.
